Read the whole report. There was no financial aid, there was no training camps, there was no intelligence help, the meetings with Iraqi intel were years ago and led to nothing, and there was a history of animosity between the two. As for the head of the panel, if after all this time, effort, and money he is still finding "new evidence" to change his mind, then he should be fired for incompetence. More likely he is finding new flexiblity in his spine and is finding ways to rephrase the findings such that the admin can use legal shell games to get off easy. Hey, I can't prove beyond all doubt that OBL did not have lunch with Sharon some day did not discuss his plans with him. But that does not mean it happend.
