Jeff, that was one of the problems with the draft during the 60s and 70s. The Selective Service tried to be so selective that the average American didn't notice. First, they didn't draft women, so women were slow to protest. Then, they didn't even draft men over 35, so middle aged folks didn't see a problem. They didn't draft rich people's kids because they run the country (this has always been the case. At least during the Civil War the rich had to buy their way out of serving their country). They didn't draft anyone who could afford to take a full load of courses in college, which mostly meant rich people's kids, though lots of Californians got out of the draft. We had free tuition before Reagan. Nobody with a physical problem got drafted, which included Rush Limbaugh and the cyst on his posterior. Too bad, service might have made him a man and he could have held on to one of his wives. However, his drug addiction might have started earlier and there was no shortage of racists in the military.

What does a draft mean economically: 1. Even greater expansion of govt. expenditure, which means more debt, more bonds and more bubble. 2. Creating another generation of teens and early twenties who hate and mistrust the capitalistic system and its lackeys in govt. It took at least a decade to overcome this feeling, nationally. 3. More waste, corruption and fraud as folks jockey to escape the draft.

What is the answer to the shortage of troops? Pay well. Offer great benefits. Restore the old medical system instead of the one where soldiers have to declare bankruptcy after being treated for wounds. Do not be reckless with the lives of our military (that's going to be a tough one as wagging the dog seems to guarantee reelection).

These solutions mean higher taxes or more debt. But, IMHO, if you want the best military in the world, you should be willing to pay for it.
