That sounds a lot like the Hassidim. I used to live in Spring Valley NY and in the next town over, New City, I think, was owned by them. Streets were baracaded on holidays. You may have heard of them when Clinton pardoned a some who were convicted of stealing federal funds. The town voted 99% for Hilary Clinton for Senator. Yes, they are different.
