The Hill article I provided had direct quotes from Clarke on just that John. He said he did.

Maybe he fibbed.


Last time on this one, Karen. I don't think he had the final authority; and I don't think he "fibbed" when he said he did. I think, most likely, and that's the strongest assertion one can make, he assumed he did. I think the odds of the final authority still being his are small. Best I understand what happened, it involved vetoing the desire of the FBI to interview the Saudis. I think Clarke could well have had that authority on 9-11; much less likely as the days went on.

But who knows.
