Of course it would entail force. Did somebody think something different? But it would be in the same way that the USA federal government needs to be able to make war on, say Alabama, to put down any insurrections. It doesn't happen very often, though the Supreme Court had to get involved in the last presidential election in Florida.

The amount of military required to maintain civilization isn't all that great.

Once people are accustomed to civilization, it becomes self-fulfilling. Just as you don't see much in the way of war in the United Kingdom though for 1000 years it was constant. There's a minor conflict been going on in Northern Ireland for a while, but as you have seen, it's not exactly the horror of a WWI or WWII.

Across the world, countries with democratic processes and open societies need only a small force to maintain stability.

The same would apply to a NUN.

Just muddling along as we are seems foolish, expensive and dangerous.
