"That might make sense if Bush didn't know about the first attack."

It might make sense if he did know about the 1st attack too (although you arrogantly discount this). Again, the elementary school was not going to be a target from a plane crashing into it. That could be determined pretty quickly. Rushing out of the building could be a danger. The terrorists plan the plane attack concieved well before the President's daily schedule is made), and have operatives waiting outside of where ever the President is (which they could find out near the time of the event). My GUESS is that they told the President of the attack, and then told them to hold tight until they had the exit plan screened and secured. To just assume that the President is an idiot or a coward, or that you would know instantly what to do (and presumably override the secret service) is ludicrous. The only support you have for that is a video of the President looking VERY CONCERNED, and an avowed HATER of the President putting it in something he dishonestly calls a documentary, and your own hatred of the man that allows ANY NEGATIVE analysis to SOUND GREAT. I can just see your giddiness at this situation. But I can't believe you would argue that you would know exactly what to do and the President did not.

Do you think he told the secret service to wait until he was done with the book? Or does it really, honestly seem to you that maybe, just maybe they told him to hold tight for a few minutes. And if they did do that, do you really, honestly believe that Bush should tell them to forget it, and he would do whatever he felt was best at the instant he was notified?
