Possible. And in hind sight, a damn good idea. But maybe he was told that it was thought to be an accident. Depends on a few things we don't know. And maybe Clinton would not have done what you guess he would. You don't know, but again, in hindsight that would have been a good plan. All Presidents rely a lot on their advisors, and I doubt that Bush overrode them.

"He would have acted like a President"

He certainly did not do this on a number of occasions. Too numerous to mention. Course it depends on what "acting Presidential" is. Maybe being a weasly slease is acting like a President.
