I consider that we were moving into a recession, foreshadowed by a stock market crash, as his administration took office. This was exacerbated by the crisis of 9/11, and then later by the accounting scandals. In addition, we needed to increase spending for homeland security and defense deployment. Therefore, I do not blame George W. Bush for deficit spending in time of recession and war.
