OT/This guy seems the cheapest, $799 for 1m Dinar. I used him. No guarantees and buyer beware! Do so at your own risk.

EP, this was a cash transaction and I paid using Western Union, which I despise, but none of the cheaper Dinar vendors seem to accept credit cards or PayPal. If you pay more than $850 for 1m, you might be able to use a credit card with some vendors. The 'official' rate is 1400 Dinar=1USD.
