Here's the last one to you. Clarke's authority to make such decisions stick most likely declined as 9-11 waned, such that by the 13th or 14th, the FBI would now ask the attorney general who would ask the WH for confirmation before doing anything as potentially controversial as fly the Saudis out of the country.
