If Clinton and Bush hadn't raised taxes, revenue would've been less during the 90's expansion. You aren't contending that are you? We had an expansion in the 80's but revenue never came up enough to balance the budget. The same thing is happening now: a money losing expansion. <<And what the Republicans mainly did was squelch Clinton's urge to spend.>> Really? Evidence is it's the other way around.
