Sorta/kinda... note that elections there were just delayed once again, plus warlords are running most of the country, plus we never got Osama, al-Zawahiri, or Mullah Omar. You have to start from the assumption, which I believe I posted to you even prior to the war, here on this thread, that the country is ungovernable. This is the closest the country has been to prosperity then anytime in a generation (late 70s). Is it possible that it was ungovernable since the late 70s because Russia invaded it in 1979?
