The coexistence and unlicensed spectrum concept has many parallels to 3rd party open access in the wired world.

Probably the most significant difference is that for wireless the "co-location facility" is a large expanse of free space, rather than a small physical chunk of real estate owned and operated by a gatekeeper-landlord who doesn't want trespassers.

So instead of a PoP (Point of Presence) you have a HoP (Hyperplane of Presence), and the single bottleneck owner's veto power is removed from the open access equation.

Still a difficult problem, but it does change the problem statement in a significant way. Maybe we need the equivalent of air traffic controllers and flight plans...

Hi Peter,

I'm glad you took the time to dissect that paper. I'm a bit overwhelmed here at the moment, but I'll take your comments and attempt to compare them with the original positions that were written into the report. Too many fora, lately, and too many venues to explore. Painting it rather thin here lately and getting a bit punchy, too, in other words. I know that you've been there yourself, at times ;)
