work visas and H-1's are way down. So how do you know tons of immigration is still happening?

Work visas have been rolled back to the 98 levels, and they have been all consumed for the year last I looked. We had a ton of immigration in 98, so I wouldn't call this "way down" really. I don't know how to get actual statisitics on the level of immigration that occurs through this route. Personally I think the whole program needs to be revamped.
