Moore can give away all the DVD's he wants. He just has to make a deal to do so. It's Lion's Gate which owns the DVD rights. Moore would want to give them a headstart selling as many as possible before he start giving them away. Or he could do a $5 sell-through deal. Either way, he'll make sure as many people see his film as possible, the money being a secondary consideration.
