Is VoIP an Information Service or a Telecommunications Service?

Hi Peter,

Responding to both your latest messages, thanks. The tutorial that included discussion on cyclestationary processes gave me a bit of a headache once I dove into some of the math, which, if I might be so bold as to suggest, could have used a bit more descriptive narrative to back it up. But I take solace in knowing that I can always depend on you if this should ever become an pressing issue needing clarification in the future ;)

I enjoyed reading one of the papers from the FCC's Technology Advisory Council (TAC) written by Ryan, Al-Chalabi and Shah, which focused on the distinctions between information services and telecommunications services, with Voice over IP being its central focus:

"Comments on VoIP Regulations to the FCC TAC"

They posit that "Voice is not a “type of network” but a higher-level application or traffic type flowing over networks defined at lower levels. Accordingly, all voice services should be considered to be an “information service.”

I'd be interested in reading comments by you on this position, along with those of others here, once they've read the document.
