I have already posted the Kerry speeches warning about Al Qaida type attacks inside the US. In all his foreign policy-defense speeches from 1999-May of 2001. Search and you shall find. Keywords might be "rogue nations terrorist cell anthrax water systems". Kerry was arguing against the idea that the #1 threat came from rogue nations requiring SDI overhead, but would come from small cells working clandestinely inside the US using anthrax or another WMD, blowing up the Brooklyn Bridge or letting off bio-chems in the subways or water systems. These warnings are similar to those of his friend Gary Hart.
