Bush elevates these guys by recognizing them. He thinks, in typical Repugnican fashion, that by creating these boogeymen he will gain support through fear. What he really does is create "superstar" terrorists. Bush is the best thing going for terrorist recruiting. The Repugnicans want to make these terrorists the new opposite pole of a new bipolar world, to take the place of the "empire of evil" communists in their politics. The military-industrial complex favors the idea too. A fearful public is an easily manipulated electorate. Bush is just too ham-handed in his sales job to be believable.
