You seem to have mistaken my position. Although I brought up possible mitigating factors, because I feared overhyping the abuse, I have no doubt that a line was crossed and that responsible persons should be prosecuted, including officers if it can be established that they knew of, and permitted, such abuses, and especially if they ordered them.
