That may very well have had something to do with it. The main point is that, as a practical matter, they could not, in the long run, hold the territory without inviting a huge population shift westward, and the refusal to accommodate land hunger would increase pressure for annexation, where they would get nothing for their trouble.

They did encourage emigration (to Missouri, for example), giving generous land grants, and were very lenient about pretending emigrants were Catholic.

Rush Limbaugh's ancestors and the Austin family which later moved to Texas emigrated to Missouri when it was Spanish territory, for example. They never practiced Catholicism nor did the large number of other American settlers who entered the region prior to the Louisiana purchase.

A minor historical footnote.
