I agree that outright purchase saved lives and treasure, and therefore was a wise thing to do. But a city is one of the easiest targets in the world. All an army has to do is control the surrounding territory, not so hard in such a sparsely populated area, interdict supplies and commerce, sit, and wait. Besides, at the turn of the 19th century, the grandeur of New Orleans was in the future, depending, in fact, on the westward expansion that the Purchase permitted.
