Thats a good way to describe it.
Here there is a great deal of inertia in in any government job, and many industries too. Looking for the next automatic step up, the next perk, a reserved parking space, then retirement.
And a huge incentive to do things the old way per a row of specification books written years ago and sitting on dusty shelf.
Our Military response to 911 impressed me with the low-level decision to launch those armed F-15'm. To shoot down our own loaded passenger jet over a city if need be. That takes guts to make the call.
And I can imagine the screams for investigation by the Press if we had done that. Nothing left of the airplane, people killed on the ground, and the Press demanding absolute proof that it was one of the hijacked jets and was going to fly into a building and there was no alternate action to stop it.
There may have been more criticism of that incidence than over the Iraqi war.
If listened to, reporters who are merely seeing surface events and with no time to study the entire situation are far too influential in leading public attitudes toward our Administrations actions.
Placing the blame, that's the name of the game

Don't you guys ever get tired of the sound of your own propaganda? You use 9/11 to justify anything and everything. Please explain the 9/11-Saddam connection to us.

Here is another thing for you to ponder. Assuming Saddam's alleged assassination plan some 10 years ago was sufficient reason for Bush Jr invasion, couldn't he find a cheaper way of removing him by say firing a Cruise Missile everytime Saddam or his look alikes showed their faces? ...oh but I forgot, then how would we get our oil from under their sands and who would Halliburton get the tax payers' money.
