Rather than taxing the consumer, I'd give incentives in terms of tax breaks for buying hybrids. If you want to push us into stagflation, do what Kerry wants and tax the consumer on something they have no choice but to buy.

I'd also take that $20B we're spending on Iraq reconstruction and halve it and use the $10B we save to spend on incentives to produce, sell, and buy hybrids and fuel cell vehicles. I'd also jack up the MPG requirements across the board.
