It is true that Greenspan, towards the end, began to pull in the reins, but probably too late and too sharply, and, in any case, he is too independent to reflect the Administration per se. I do not have sufficient recollection of budgetary assumptions, so I will accept your characterization. I doubt that dry predictions of aggregate revenues have that much influence, however. What is more important is hyping the whole high tech phenomenon, and intimating that the business cycle has been overcome.
