The margin of error applies to the numbers for both tickets. Thus, Kerrey- Edwards might be anywhere from 54% to 44%, and Bush- Cheney might be anywhere from 46% to 37%. The rule is that the interval is even less determinate than each number. That is why one should not focus on one poll, but look at many. The cluster of data over several polls is likelier to be right than any poll that sticks out like a sore thumb.
