<Pretty broad overstatement, don't you think? Nobody is safe in Iraq.> Not really. There is no effective government. There is no effective police force. There is no effective military. But there are ample criminals and ample insurgents to cause people in the entire country to live in fear of being the victims of violence on a scale that you would absolutely never find in the United States.
