Hardly. The disagreement was over how little of a threat he was. Did he have any remaining hidden weapons, or not? No one thought he was planning on invading another country. That's a threat. Sitting in your own country, and possibly having weapons that are unaccounted for, when the monitors of your country are able to search the country, and bomb it, isn't really very threatening. Especially not when you try to compare that country to Germany.
