A mosquito is also a "threat". The real question with threats is how big a threat, and a threat to whom...

With Saddam I think we know how all the countries who did not join our coalition felt about his threat. There were some pretty significant countries who did not feel Iraq was enough of a threat that it was necessary to invade it.
