UW,

Be careful - the 50% increase from todays levels is probably necessary, but plays into the Democrats hands even though they did the majority of the cuts. Right now most 18 year olds hitting the Selective Service sign-up are hearing their will be a draft (I know - I have an 18 year old :-) Its a rumor that has them thinking of voting for Kerry.

We need less uniformed back benchers and more warriors (as a percentage) and more overall numbers, but I have seen no policy discussion or research that shows it can't be done in a voluntary force.

My personal opinion is that a Draft for 250k soldiers in a population of 300 million is inherently unfair. Its a lottery. So a draft should be reserved for callup of a million or more (unless we create a National Service requirement for all youth).

John

I do not know why the Pentagon has their collective heads in the sand over this. I am glad to see Congress taking the lead and forcing the issues surrounding troop strength and deployments.

My guess is that the GOP does not want this hot potato on the table before November 3rd. There are too many Moms out there who would vote kerry if they thought it would keep their son out of uniform. My sister is one of them. I am guessing there are many others like her.
