There are still only two choices. Invade Iraq or not invade Iraq. Thats the dilemma. If you choose to invade Iraq there are the risks of casualties and other risks as well. If you choose not to invade Iraq then the risk is whether Saddam finds a means to deliver WMD to a target. That means would be by providing WMD to a third party terrorist organization in secret. The nuclear weapon deterrence only works if somebody could prove post-even who did it. People are still arguing over who was behind the 19 hijackers.
