I am talking about charging people in criminal sense. Sabotage of a peaceful election process should be a crime (if it is not already). This includes not sabotaging the nominating convention of political parties, political gathering, even being a heckler during political speeches and campaign appearances.

Where were you when FLA 'lost' the voter registrations of minorities during the 2000 election?
