and truth be told bush has barely a clue or if he does the head in the sand attitude mitigates against him using it. I like the idea of a MAD strategy tailored to this threat. Warn the states that help terror that they will have their infrastructure destroyed if they allow it. Make it clearly in their interest to fight the terrorists or fight us in a way that will not be costly to us in lives for no one really believes in our ability to fight another ground war at this time.
