I think its real justifiable fear. Only a few countries haver ever used WMD. They include the U.S., Britain, France, Germany and Iraq but there may be others. The U.S. used atomic weapons in WWII. Britain, France, and Germany all used Mustard Gas in WWI. Iraq used WMD against Iran and Kurds in the 1980s. Iran may have also used WMD. Out of this list of countries, only Iraq still had the same leadership in-place when WMD were used. Out of that list only Iraq and Iran provide compensation to suicide bombers. Out of that list only Iraq and Iran actively promote a second class status or worse to people of other religious backgrounds (which includes all Western countries and Eastern Countries as well). The risk from Syria and NK are less because there is no history of past use under current leadership. That put Iraq at the top of the priority list and Iran somewhat behind them only because Ayatollah Khomeini is dead and gone. For the most part WMD require state sponsorship.
