After 9-11, most of congress figured vote for the patriot act...then fix it later...after we read it. Should they be put out of office?

Or should Ashcroft and Bush be put out to pasture for presenting the legislation?

Most, if not all major legislation needs amendment and refinement after it's first enacted. How many changes have there been to the tax code alone?<g>

Given the state of war and imminent threat at the time it was enacted, it was deemed by the Senate by 100-0 to be a good first shot at it.
