If Osama is handed over just before the polls, Bush will be able to just make it.

However, it is in Osama's interest to ensure Bush remains in power without himself (Osama) being captured, of course.
That will enable Bush to continue making more enemies much to the detriment of US interests at home and abroad.

As someone here has noted earlier, Osama and his henchmen might stage a spectacular attack in the US and the Bushies might parade some top-level Al-Qaeda prisoners before the American public close to election time. To be sure, these events will help Bush.
