Yes, Lay could finger lots of people--chief among them the
COMMANDER IN CHIEF.

And his lawyers will make that a central feature of the plea-bargaining process.

Perhaps Kerry, as a former prosecutor, will see the wisdom of offering Lay a future pardon in exchange for the truth of what went on between Bush, Cheney and Enron. The greater good would certainly be served by such a deal. It's done to penetrate criminal organizations every day. At the least, it might force Bush to pardon him "preemptively"!
