No, the administration painted Iraq as a dangerous state that must be dealt with before the threat was imminent. The fact that our military build-up took over a year obviated any claim of imminency by itself. Note that the Bush administration position was not unlike the Clinton position on Iraq. The difference, of course, is that Bush had firsthand knowledge of what happens when a threat does indeed become imminent.
