They are managed by US based high paid experts who oversee the implementation of a design. Period. R&D sounds better than "Sweat Shop", no? :-) BTW, ever try to manage a design with "R&D" centers around the world? I have. Its a nightmare and royal pain with time zones, languages and accents. Better to put someone with knowledge directly onsite and be the point-person. That beats conducting everything via conference calls and lousy video conferencing.
