What the Bushes had from Congress is an agreement not to disagree.

Clinton failed to even get that. Not for the lack of trying. Resolution failed.

But that isn't the real issue. Bush II will be hung whether he had Congress's nod or not.

I see. It is not the issue, because it is not what, it is who. "What" is starting an unprovoked war. When the "who" is Bush, he will be hung, when the "who" is Clinton, it is not the real issue.
