Biden-Kerry had the right plan for the 87 billion. First of all, pay for it. All they were asking is that the top 1% give up 30% of their tax break for a few years to pay for this. Bushies stood fast, defended the billionaires and defeated the amendment. Also, Biden-Kerry tried to get us some of it as a loan against Iraqi oil. Again, Bushies dumped the load on US taxpayers. Finally, Biden-Kerry wanted an accounting. Nope. We have no idea where the 87 has gone to. One thing we do know, it's gone. Already been spent, squandered and unreported.
