Yes we did have luck scaring him out of his weapons programs. The facts are pretty clear on that one.

I don't know how anybody can argue Saddam was deterrable. Take the situation leading up to the first Gulf war. Saddam faced a broad international coalition demanding he withdraw from Kuwait. Virtually every country in the world opposed his occupation of Kuwait. War was clearly imminent and his defeat was certain. Still he refused to take advantage of the face-saving retreat opportunities the Russians and other intermediaries offered him.
