Thats because Cheney thought there might be more than 4 planes but there weren't anymore planes. The only way Cheney would know it was all over is if is he was in on the plot. It was all over very fast. There was a very very long chain of events that led up to it. Break any link in the chain and the attack is prevented. By the time the 4 planes were in the air things are so far down the chain of events that stopping it at that point would take a miracle.
