I recall a similar "ACCIDENTAL" several-minute GAP in the Nixon oval office recordings.

BTW - you are correct Bush is too stupid.
Cheney makes such decisons for him and then tells Bush all he needs to know.

In this case Bush does not need to know anything about it.
