I agree... we 'ought to be able to do better', MUCH BETTER. Chemical Plant security, Nuclear Plant security, and Port security are the three main areas where we should be able to do MUCH BETTER. (Just wait until an attack ruptures a holding tank in a major metro area... and creates an 'American Bhophal', and kills a hundred thousand or more Americans in the first hour. THEN you'll hear the second-guessers pretending like reasonable security precautions were 'their idea all along'!)
