re: Both the Dow and the Naz peaked under Clinton's watch.

And that's a good thing, right?

The recession started in March, 2001. Bush had been in power for four months. The recession was also partly caused by the massive energy fraud gouging carried out by Enron type Bushies from June 2000 on. The economy could have recovered from the dot-com collapses, but the energy crisis on top of it was too much. When Bush came into power, instead of trying to address the technology and energy problems, he ignored them and decided to spend the CLinton "surplus" so fast that it quickly became a deficit. Ever since, Bush has been in the business of creating massive deficits and stimulating the upper classs so that they might trickle down some jobs. They haven't. Now the stimulation is waning and things look very murky. In all, one of the worst economic performances of any president in history. And of course the energy gouging continues to this day.
