On 9/11, Andrew Card had to remind him the nation was under attack.
The Chimp was too fixated on My Pet Goat to notice.
In the meantime Cheney had usurped the position of President and was ordering hijacked planes to be shot down.

I think Chimp's only role in the administration is to toss Cheney's salad.
