9-11 was planned during the Clinton Admin, but you say Bush pissed them off.

True. Planned during the Clinton Admin, warned by the Clinton Administration, and then warned in August by memo (I believe it said "Bin Ladin planning to attack within the US) and ignored by the special needs President Bush (who was too busy on vacation...which he was only on for 42% of that year!)

And yes, Bush's actions have created many more terrorists and a much greater threat.

There will always be people who plan crimes. The more of them there are, the more chances some of them will succeed. Being "pissed off" is not a monolithic binary state. How much and how many does matter.
