There's nothing "cheap" about the "rhetoric" reflecting the way we evaluate threat from terror post 9/11. These asymetric threats have become much more dangerous as a result of the advances which have been made in the technology for killing humans and in the prevalence of terror networks whose adherents view the US and its citizens as prime targets.
