There must be, what, billions squirrelled away outside the country. Not good...

If it's in a bank, it's findable, but that requires cooperation.

After readling about the way that various known WMD dumps, like Tuwaitha, were handled, I have to wonder whether the US made tracking down Saddam's billions a priority, although the news reports suggest that the UN and various European countries stonewalled any investigations.

Now that Iraqis are in charge of Iraq, I can't think of any legitimate reason why international bankers wouldn't cooperate with any request to find and return stolen money.
