The "War on terror" does not. It has even been defined just what it is. How do you know you've won then? "They" can re-form at any time and strike. Does this mean perpetual abridgement of your liberties? Have they not won then?

Patriot II was proposed. It met with a strong backlash and was allowed to die a quiet death. Now the plan seems to be to sneak it through in pieces in other legislation.

The problem with the Patriot Act is the same as the Iraq war: its need was never made clear and apparent. And arguably the Iraq war was not needed. Now we are told it was based on faulty intelligence.

If the for legislation like this becomes apparent, you will get it and quickly. But that is not now.
